What is a Comprehensive Plan?
A comprehensive plan, also known as a master plan, provides a consolidated guide to parish decision makers to address issues such as housing, transportation, economic development, environmental protection and future growth and development. The Comprehensive Plan reflects the key themes and values of parish residents and presents major goals and policies on a wide range of topics. Comprehensive Plans provide a roadmap for at least the next 20 years, and are updated regularly to ensure that they reflect the values of the Parish’s residents, business owners and stakeholders. The Comprehensive Plan is adopted by the Parish Police Jury.


What Does a Comprehensive Plan Do?
The Comprehensive Plan is used by the Parish to guide decisions in the future. The Comprehensive Plan will provide answers to questions such as when infrastructure should be put in place and when new roads should be built. It will describe the general locations of housing and jobs and how we travel between them, where we play, and where our protected areas are located. It contains forecasts of future population and is used to plan for the schools, roads, parks, housing and employment needs of the future. The Comprehensive Plan contains the city’s policies about where development should occur, plans for providing utilities, and economic growth. It describes the mechanisms for decision-making and citizen involvement.

A Comprehensive Plan may contain policies regarding a special topic of interest in the community, such as the relationship to a river, minimizing the impact of development on hillsides or providing workforce housing. It will provide West Feliciana Parish with a detailed look into the future and the community’s needs and desires as to how to shape growth and how to preserve those community characteristics that should not change.
