This Chino Basin Collaborative Strategy project is a pilot project commissioned by the Southern California Association of Governments (SCAG) as part of the Demonstration Projects program of the Compass 2% Strategy. The Compass 2% Strategy provides assistance to jurisdictions throughout the region in anticipating and addressing growth through better land use and transportation planning. The strategy is based on the finding that by implementing positive changes in a small portion of the region--just 2%--large benefits are realized by the region overall and within the individual jurisdictions.

The area of analysis is approximately 2,600 acres in the City of Ontario in San Bernardino County. The area is a portion of a planning district known as the "New Model Colony" area, formerly an agricultural preserve. The area was annexed into the City of Ontario in 1999.

Working in partnership with the City of Ontario, Fregonese Associates is conducting an analysis of the New Model Colony area of the City of Ontario. This project analyzes several future scenarios along with seeking public input for how the area could develop into a major new community within the Inland Empire. Scenarios are being developed and detailed transportation modeling is being conducted on the alternatives. The team will work with staff to craft an implementation framework which includes the following categories:

  • Transportation Planning
  • Land Use Designations
  • Economic Development Strategies

In addition to providing the implementation framework, the team is reviewing the City's capital improvement program to identify funding sources, and to estimate timing for implementation. Finally, the team will provide the city with marketing materials to promote and educate the community about the project.
