Fregonese Associates worked for the City of Mountlake Terrace, Washington to develop a Town Center Plan. FA designed a process that will allow the community to work together to develop a vision and plan for the Town Center. The plan focused on sound urban design, financial reality, and short term strategies that will lead to achieving the vision.

The goal was a successful Town Center that encouraged walkability, mixed uses, redevelopment and an economically strong civic core. The purpose of the plan was to create a vibrant Town Center, which is essential to Mountlake Terrace's identity and economic vitality. Just as a building blueprint identifies what a building will look like and how it should be constructed, the Town Center Plan identified a vision for the downtown area and a guide for achieving it.

Broad community involvement was a cornerstone of the process. Communicating clearly with the citizens of Mountlake Terrace and allowing them to shape the future of the Town Center was imperative. Workshops were held to allow the public to participate in the process. Participants at these events provided invaluable input that is being used to develop the plan. These workshops and meetings were so successful that the city will use this format in the future when planning goals need to be updated.

FA strived to build on previous plans and studies. The city of Mountlake Terrace had many past planning projects that the Town Center plan will be based upon. These were all incorporated into the plan creating an overarching, citywide vision for the future.
