Louisiana Speaks

A Vision for South Louisiana

Much of South Louisiana was devastated by hurricanes Katrina and Rita. Fregonese Associates worked on a team to develop a long-term recovery plan with accompanying strategic actions to provide a guiding framework for the Louisiana Recovery Authority, the planning and coordinating body tasked with overseeing the rebuilding of South Louisiana.

To facilitate the region’s planning work, FA worked closely with a range of stakeholders including the Coastal Protection and Recovery Authority, elected leaders, Louisiana State University, parishes, cities, non-profit organizations and local citizens.

FA helped to organize major stakeholder workshops held throughout the region that were designed to bring together a wealth of local knowledge to create strategies for recovery and growth. These workshops focused on planning for coastal protection and restoration, land use and transportation and economic development.

The results of a large scale public input process helped create a decision making structure for rebuilding efforts to direct the investment and planning conducted by the Louisiana Recovery Authority. In addition, a series of strategic action plans were adopted at the state, regional, and local government level.
