Compton Vision and Policy Recommendations

The City of Compton Vision was funded by the Southern California Association of Governments (SCAG) as part of a series of demonstration projects that would align the planning framework of individual cities with the goals of the region. The Compton Vision brought to life the concepts and ideas contributed by area residents and stakeholders through an extensive public involvement process.
Fregonese Associates conducted three small area workshops and a community-wide workshop to get feedback from residents about their goals for three crucial opportunity areas and the city as a whole. Fregonese Associates synthesized this public process into a Vision document that includes broad goals and preferred land development patterns.
Along with the Vision, FA provided the City with visual tools including site designs, photo visualizations and 3-D models for the opportunity areas to illustrate what the future could look like. Additionally, with Compton's development potential in mind, FA created policy recommendations geared toward providing the city with regulatory tools to encourage the market to provide new housing and jobs without requiring a financial subsidy. FA conducted a detailed financial analysis that focused on how the City can adjust existing land use regulations to achieve successful urban infill development within the City of Compton.
